The PUS has seen Mr Fall's minute of 1 July. He thinks that, whether or not Sir E Youde is summoned back, Sir P Cradock should certainly be at the Secretary of State's briefing meeting on 21 July. He is, after all, in this country. Lord MacLehose can give the Hong Kong view and

Sir P Cradock the Chinese. The PUS has an open mind about Sir Edward Youde: he should probably come back for the Prime Minister's briefing but perhaps not before.
