has invited the Prime Minister to inaugurate the Castle Peak 'A'

Power Station if she visits Hong Kong this year.

Recommendation

the lines of the attached draft.

Lord Kadoorie wrote on 23 December 1981 to the Prime Minister

inviting her to inaugurate the Castle Peak 'A' Power Station if she

o2614visits Hong Kong in 1982. The Prime Minister has now approved in

principle the proposal for her visit to China and Hong Kong in

September 1982. Ms Varley of the Department of Industry wrote to

Mr Pattison at No 10 on 18 January recommending that the Prime

Minister accept Lord Kadoorie's invitation. Mr Coles replied on

and asked for confirmation from the FCO that they see

no difficulty in incorporating this event in the programme' There

should be no difficulty; I consider that we should give strong

4. The Castle Peak project is of special significance to the UK.

Lord Kadoorie is a great anglophile and in 1977 asked the then Prime

Minister whether the Government could supply a power station to meet

the growing electricity demands in Kowloon and the New Territories

of Hong Kong. The Department of Industry coordinated and negotiated
