PRIME MINISTER'S VISIT TO JAPAN, CHINA AND HONG KONG

We have now received comments from Peking and Tokyo on the shape of the programme for the Prime Minister's visit. I attach the first draft of a letter to be sent to No. 10 with the general purpose of seeking the Prime Minister's own views on the programme.

The draft does not go into precise detail about timings. I should nevertheless be grateful for your views (in consultation as necessary with the RAF) on the feasibility of a programme of this kind. The most difficult leg of the journey to determine is the timing of the journey between Tokyo and Peking. The Embassy in Tokyo have asked that, if possible, the Prime Minister should not leave Tokyo before mid to late afternoon on 22 September, thus allowing a full programme in the morning. The Embassy in Peking however have asked that the Prime Minister should, if possible, arrive by 3 p.m. that afternoon, in order to prepare to attend a welcoming banquet likely to be given at about 7 p.m. Although the one hour time difference between Tokyo and Peking is in our favour, I doubt whether it is possible to satisfy both require- ments, but would be grateful for advice.
