Mr C Y Tung.

I recommend that the Private Secretary reply on the lines

of the attached draft with a copy to the Governor of Hong Kong.

Background and Argument

3.

It is clearly too early now for the Prime Minister to make

any definite commitment to see Mr Tung in September. However,

as Mr Fallon says it would probably be worthwhile for her to do

so at some stage if this is possible and we should let the

Governor know of Mr Fallon's views. We shall give the matter

further consideration nearer the time of the Prime Minister's

visit.
