Lord Belstead's programme is attached at Annex A. It is
made up of:
(a)
Discussions There will be meetings with the
Governor and senior officials, with EXCO, with Unofficial Members of the Executive and Legislative Councils (UMELCO) and with leading Hong Kong personalities/groups.

(b) Visits Visits have been arranged to enable
Lord Belstead to see a closed camp for Vietnamese refugees, the Hong Kong Polytechnic and development programmes in housing and transport, and to meet groups of businessmen, members of the Services and
the Police.

A Press Conference This will be of particular importance given the current concern in Hong Kong about the future of the territory.

DISCUSSIONS WITH THE GOVERNOR AND SENIOR OFFICIALS

Lord Belstead will have discussions with the Governor
(with or without senior officials) on the day of his arrival and on 7 December. The Governor will brief him on feelings in Hong
Kong on the future of the territory (see Brief No 2). Other bilateral issues may also be raised, in particular the MFA (Brief No 5), Overseas Students Fees (Brief No 4) and Vietnamese
Refugees (Brief No 6).
