LORD BELSTEAD'S VISIT TO HONG KONG

1. I attach a copy of a press release on Lord Belstead's forthcoming visit to Hong Kong. It has been cleared with SEAD (who do not want to mention the possibility of Lord Belstead visiting Brunei as it is not yet firm), with PS/Lord Belstead, and with Hong Kong, who propose to issue it today (probably at 08002).

2. I would be grateful if you could arrange for an announcement of Lord Belstead's visit to be made at the 1230 Press Conference today. It is important to get over the point that the visit, and its timing, is not in any way connected with the talks on the future of Hong Kong.
