I enclose two sets of the briefs produced so far. The main brief on the future for use with Unofficials will be finalised next week and all points on this subject, including those for the press conference will of course need to be kept under very careful review. The other missing briefs await up-to-date developments (eg Guangdong Nuclear) and some of those already done may well need later revision.
2.
I should be grateful if you would ensure that copies of the briefs are handled with discretion, in particular those which deal with bilateral issues between HMG and Hong Kong.
