Nationality
Members have welcomed HMG's recent decision to allow the
word "British" to be inserted against "National Status" in the passports of British Dependent Territories Citizens. They may, however, express concern at
Baroness Vickers' Bill to give British Citizenship to all
residents of the Falkland Islands, which HMG is not
opposing (See Brief No.3).

Members will wish to know HMG's reaction to the
recommendations covering Hong Kong in the Overseas
Students Trust report and to the Hong Kong Government's
proposals for joint funding of Hong Kong students by HMG
and the Hong Kong Government (See Brief No.4).
Vietnamese Refugees
Members may express concern at the increasing number of
refugees still in Hong Kong awaiting resettlement. They
may not be aware of HMG's concern about the human rights implications of the closed camp policy: they would almost certainly oppose any proposal to revert to an
open camp policy, and would consider it inappropriate for HMG to press for this while unwilling to help Hong Kong with the problem in any direct way (See Brief No.6).
