A provisional calculation, as at 1 October 1982, of the total pension liabilities falling on HMG in respect of both past and present members of HMOCS in Hong Kong and local (Chinese) pensionable civil servants, puts the figure at approximately HK$71,000 million (approximately £7 billion).
SHANGHAI MUNICIPALITY

The Hong Kong Government have advised that the question may be raised of whether pensions were paid in respect of service in the Shanghai Municipality. In the time available it has not been possible to find out the details of this, but it seems that the employees of the Shanghai Municipality were not Crown Servants. In any case, there is clearly no direct parallel between this case and that of Hong Kong.
