husbandry, fishing and tourism. A group of Hong Kong businessmen recently visited Shenzhen and welcomed the draft plan and the development of the zone as a contribution to the stability and prosperity of Hong Kong. A further example of cooperation between the two places is that the Hong Kong business community is to finance twenty standard factory buildings commissioned for construction in 1982 and 1983 to house small and medium-sized enterprises.

The key to the future significance of the SEZS rests with overseas investors. It remains to be seen whether the SEZS can attract and retain investment of sufficient size and scope to be truly successful.

When the Governor visited the Shenzhen SEZ on 30 and 31
December 1981, the Shenzhen authorities made a number of proposals for improving communications between Hong Kong and Shenzhen. It was agreed in principle to set up joint working groups to examine these proposals. Following further contacts between the two sides, a formal agreement was signed in Shenzhen on 30 April this year (copy at Annex). This details the measures agreed and provides for the setting up of four joint working groups, on land traffic, regulation of the Shenzhen river, measures to facilitate transit at exit/entry points, and the Da/Xiao Meisha-Hong Kong ferry services.
