LORD BELSTEAD'S VISIT TO HONG KONG: BRIEFING
1.
Lord Belstead is visiting Hong Kong from 6 to 10 December, his first visit there since assuming responsibility for Hong Kong affairs in April this year.
2.
It is essential that Lord Belstead should be fully briefed on all subjects likely to arise during his visit. I would be grateful if you could provide the briefs listed below, basing your briefs on those provided for the Prime Minister's visit in September and consulting other Departments as necessary. Please prepare one final copy of each brief, which can be classified up to and including 'Secret', in the format shown overleaf and let me have them by close of play on 23 November:
