LORD BELSTEAD'S VISIT TO HONG KONG: BRIEFING

Lord Belstead is visiting Hong Kong from 6 to 10 December, his first visit there since assuming responsibility for Hong Kong affairs in April this year.

2. I should be grateful if FED could provide briefs on the Guangdong Nuclear Project and Special Economic Zones, to include cross border contacts with Shenzhan. These should cover any points that Lord Belstead might need to make during his contacts, which will be wide-ranging both inside and outside the Government. They should provide full background. There is likely to be public interest in the safety aspect of the Guangdong Nuclear Project. Could you please let me have the briefs, in draft and cleared as necessary, by 22 November?
