From a ru r al and fishing community of 40000 people, Tuen Mun has grown to a town of 125000, with half of the existing population making their new homes here only within the last three years.

With such phenomenal increase in population, it is important that every effort be made to build up a cohesive, harmonious and happy community through integrating recent arrivals with indigenous, long-time

residents. It is no easy task. It takes time, and it requires mutual trust and understanding, close co-operation as well as effective communication between all residents, old and new, and the Government. The Tuen Mun Festival is therefore a timely opportunity to draw our community together.

Amidst its rapid development, Tuen Mun has experi- enced unique problems of its own. However, with concerted efforts from all concerned, we have managed to solve most of them. Through this process, we, as a community, have emerged wiser and stronger. With this spirit, I am confident that the District Board, which will hold its first election on 4 March, 1982, will provide a welcome forum for everyone of us to play a greater role in the running of our district affairs.

On behalf of the District Board, I would like to thank members of the Tuen Mun Festival 81 Organizing

Committee for staging this most meaningful Festival. I am sure it will be enjoyed by all of us and go a long way in forging a viable and lively human community in this fast growing township.
