LPS VISIT TO HONG KONG

1. We now have the records of the LPS' visit to Hong Kong- attached. It is clear that, except for the UMELCO meeting and possibly the Government House one, the records were only produced after we asked for them. But this, on reflection, is our fault. The Hong Kong Government not unreasonably expect a Minister's accompanying civil servants to note any points requiring further action whilst we are used to staff in posts doing so. I suggest, therefore, that we explain to Hong Kong that we expect them to do this in future and attach a draft to the Chief Secretary.

2. On matters arising from the UMELCO meeting, we should now reconfirm with NTD and their Legal Advisers that the legal advice on inclusion of a definition of nationality stands - paragraph 11 of thr record. The LPS also undertook to the Textile Advisory Board (TAB) to consider what more should be done to follow up Mr Parkinson's mission paragraph 11 of the record of the LPS' meeting with TAB. I believe this is a dead duck but we should ask DOT about it.
