1. As the FCO Minister responsible for Hong Kong, Lord Belstead will be paying his first visit to the Territory from Monday 6 December to Friday 10 Decembɩ r. He goes on thereafter to Brunei and will be attending the Heads of Mission Conference in Bangkok on 13/14 December.

The PUS has already agreed that you should be present for the regional Heads of Mission Conference. I understand that you will be leaving London on

9 December so that you can visit Rangoon and Kuala Lumpur before the Conference begins.

Lord Belstead has asked that he should be accompanied PSD on his visit to Hong Kong and I would very much like to take this on. I hope that the talks with the Chinese in Cc: Peking will have advanced some way by then but I fear that- Lord Belstead will come under very close questioning about HMG's intentions and the progress of the talks. It would also be useful for me to touch base with the Governor of Hong Kong three months after Mrs Thatcher's visit to Peking and to get the feel of the Unofficials' mood.

4. I hope that my absence from 6-10 December would be acceptable to you both. It would mean that there will be no supervising Under-Secretary for Asia in the FCO for one day, ie 10 December. I could so arrange matters as to be back in London by the morning of Friday, 10 December, but I see from the telegrams that on that Friday afternoon there is to be a round-up meeting with the Governor and senior officials followed by a press conference given by Lord Belstead. The handling of the media is of great importance in connection with the problem of the future of Hong Kong and it would be a pity to leave before that conference had taken place.
