CALL BY AUSTRALIAN HIGH COMMISSIONER ON THE LORD PRIVY SEAL: 12 NOON: 22 JANUARY 1982

Sir Victor Garland has told us the main reason for his call is to discuss Hong Kong. HKGD are providing a separate brief on this.

However, Sir Victor may also be expected to convey the Australian Government's formal invitation to the Lord Privy Seal to be an official visitor when he is in Australia. We have already told Australians informally that the Lord Privy Seal accepts this invitation.

Details of the Lord Privy Seal's visit to Australia have yet to be finalised. It was initially proposed that he should arrive in Sydney from Wellington on Sunday 14 March and leave Sydney for London on Thursday 18 March. The main core of the visit is to be official calls in Canberra on 15 and 16 March, and to see something of Sydney on 17 March, but there could be some changes in arrival and departure timings to allow for a private visit in Sydney and a visit to Western Australia.

I understand that is the first time the Lord Privy Seal has met Sir Victor since he received his Knighthood - a KBE in the Australian Commonwealth List in the New Year's Honours, with a citation for 'Parliamentary Service': Sir Victor was a Minister in Mr Fraser's Government before the 1980 elections.

5. Other relevant points of topical interest are:-

(i) the Australian Minister of Health, Mr MacKellar,

is visiting the UK from 22-27 January. He understudies Mr Street on foreign affairs and is widely tipped as a possible future Foreign Minister. He is to pay a courtesy call on the Secretary of State at 11.00am on 27 January.
