Mr Normanton arrives in Hong Kong at 2145 on 13 October on flight CX712. He would welcome an appointment with the Senior Trade Commissioner.

He has also asked if he could be expedited through customs and immigration on arrival. I agreed to ask you to put this to Hong Kong without commitment. Following on

Mr Normanton arrives in Tokyo at on flight JL2 on Saturday, 16 October. at the Miyako Hotel. He said that the subjects he would wish to discuss are basically the same as for Bangkok. He is a member of the CBI. He says he knows the textile people there exceptionally well. Again, he would welcome a call on the Ambassador.

GENERAL

8. Mr Normanton is already known to posts for his habit of demanding high-level programmes. He has a highly developed sense of his own importance and, I am afraid, must waste the time of the Ministers he seeks out. However, there is nothing we can do to prevent him since he goes through to the Ambassadors direct. I asked him whether he would like a briefing here before he sets off but he said he wd. not, that he had many contacts of his own. I got the impression that he didn't think there would be anything we could tell him that he didn't already know.
