A good opportunity for talks on world and bilateral issues.

Hong Kong one of major subjects.

Our goal was to start talks aimed at maintaining stability

and prosperity of Hong Kong. This was achieved. There are

differences of view on sovereignty but we believe they can

be reconciled given the common aim.

HMG's aim is to preserve stability and prosperity of Hong

Kong. Rule out no possible solution which was acceptable

to British Parliament and people of Hong Kong. No rigid

preconceptions.

Present Position

4. Meetings in Peking to follow-up visits have begun and

continue through diplomatic channels. Content confidential.

Cannot make any useful forecast of how long they will take.

Complex issues. Wrong to rush.

Recent Chinese statements

5. Chinese leaders agree common aim. Sure they share our view

that confidence should not be damaged.

Important to avoid

negotiations through the media. We do not regard outcome of

talks as prejudged by anything said outside.

Demonstrated Britain's commitment to the people of Hong Kong.

Enabled her to hear views of wide cross-section of people,

including businessmen. Chamber of Commerce lunch. Most

were interested in hearing about visit to China and
