You will have received a copy of Bruce Mackenzie'sletter to me of 17 March and its enclosures.

Hong Kong is not a member of the IAEA. Moreover, I think it is the United Kingdom Government which is responsible for its international and defence affairs. If so, it would be approp- riate for the UK to sign the Supplementary Agreement on the provision Technical Assistance and I think the signature should be that of Mr Kelly as UK Governor.

As mentioned over the telephone, I would appreciate FCO's views on this as spon as possible please.
