Thank you for your minute of 21 September. Mr Edgar has moved on to pastures new, and I have now taken over his desk.

I agree that we should work out a firm line before reverting to Hong Kong. Hong Kong will, I think, be prepared to be fairly flexible as regards representation. Although they clearly regard the Conference as important (in appointing Dr Lee, Deputy Medical Director, for 1982) I doubt if they would take offence at the presence of a British embassy official in 1983 (even in the capacity of UK representative) if SEAD felt it necessary for political reasons vis-à-vis Brunei. After this, I see no objection to the arrangement proposed by Dr Field, provided of course that the representatives continue to be referred to as the UK delegation.
