Dear Mr. Gosling,

I refer to the Revised Guiding Principles and General Operating Rules to Govern the Provision of Technical Assistance by the Agency that were approved by the Board of Governors in February 1979, the text of which is set

As you are aware, on the basis of these Revised Guiding Principles, a Revised Supplementary Agreement Concerning the Provision of Technical Assistance by the Agency was subsequently proposed to Member States recipients of technical assistance for conclusion with the Agency. The purpose of such an agreement

(supplementary to the Standard Agreement on Technical Assistance of the United Nations Development Programme) is to simplify the legal arrangements required for the implementation of technical co-operation projects by the Agency. With respect to Member States which have concluded a Revised Supplementary Agreement with the Agency, no further specific agreements are needed to cover individual projects and their implementation can thus be processed expeditiously.

As of today's date, 35 Governments have accepted or signed a Revised Supplementary Agreement with the Agency as indicated in an attachment to this letter.

Since Hong Kong is a recipient of the Agency's technical assistance and further to your indication that the United Kingdom would be prepared to consider signing such an agreement with the Agency, I take pleasure in sending herewith two copies of a Revised Supplementary Agreement in a standard form, already signed today on behalf of the Agency, for consideration and signature on behalf of the United Kingdom Government. The Agreement will enter into force on the date of the latter signature, in accordance with Article VII. Thereafter, I shall appreciate receiving one signed copy of the Agreement for registration with the Agency.
