You asked for my comments on your minute of 21 September to Mr Edgar.

We ought not to lose sight of the possibility which I mentioned in my minute of 26 March to Mr Williams that, even after they become entitled to a seat on the Western Pacific Regional Committee, in their own right, the Bruneis might ask the UK to continue to represent their interests for a year or so, as they are entitled to do under the 1979 Treaty, until they were in a position to appoint their own representative. In other words, the problem we are discussing is not necessarily confined to 1983 where Brunei is concerned.

3. Since, as you say in paragraph 2 of your minute, we have some time in hand in which to clear our own minds, why do you not adopt the suggestion in paragraph 5 of my minute of 26 March and seek the views of our High Commissioner in Bandar Seri Begawan?

4. We have not put the Embassy in Manila in the picture yet. The view taken in the Department was that it would be premature to do so until nearer the time of the 1983 meeting of the Regional Committee.
