signed by the IAEA, it is usual for the signature of both parties to be done at the same time (and since the Agreement has been amended it will need to be re-signed anyway). If the IAEA's Legal Division can prepare a revised text in time, it would seem appropriate for the Agreement to be signed in Vienna by Mr Kelly during the General Conference in September. Failing that, it could be signed by Mr Wilmshurst at a later date.
