The DHSS and the ODA have suggested that Hong Kong might be invited to cover the UK's seat at future meetings of the WHO's (32 Western Pacific Regional Committee. They would like to see this take effect from 1983.

I see from our files that the Social Services Branch made a similar suggestion in 1980 (correspondence resting with your telegram number 1085 of 29 August 1980 refers) although in the end this was not taken up.

For our part, we should have no objection to Hong Kong taking over the manning of the UK seat on this Committee (although there would, of course, be no change in the formal position that it is the UK seat), but we would prefer any new arrangement to wait until our responsibilities for Brunei's external affairs finally cease (ie, after 31 December 1983).

I should be grateful to know whether Hong Kong would be interested in manning the UK's seat with effect from 1984, and, if so, whether a Hong Kong representative would be able to attend this year's Regional Manila Meeting (20 - 24 September) in the rôle of 'alternate' or 'adviser' in order to start learning the ropes. If you agree, then we shall ask the ODA to get in touch direct over briefing arrangements and other details.
