INTER-PARLIAMENTARY UNION MEETING, ROME 11 24 SEPTEMBER 1982

1. This year's main conference of the Inter-Parliamentary Union Meeting (IPU) at which draft resolutions drawn up in Lagos earlier in the year will be debated and voted on, will take place in Rome from 11-24 September. The IPU British Group have asked the FCO for a set of briefs. Those relating specifically to agenda topics have already been provided by relevant departments. I should now be grateful if recipients of this minute could treat it as a request for contingency briefs on the subjects indicated in the list below.

The briefs will be for the exclusive use of the British delegation. They should ideally consist of a short exposition of HMG's position on the subject and, where relevant, details of HMG's voting record in any recent UN debate. Some addressees of this minute will have already provided briefing for the meeting earlier in the year in Lagos, in which case it may be that the briefing they provided then will be sufficient for the conference in Rome.

3. In order to give me time to collate the briefs, I should be grateful if six copies of each brief could reach me not later than Friday 27 August. They should be unclassified, undated and without FCO attribution. They should be typed in final form on plain white paper with the following heading:

IPU MAIN CONFERENCE, ROME 1982

Please use "British" and "British Policy" rather than "HMG" etc when giving our views.
