9. The Urban Council is concerned with municipal-type
services in the urban areas of Hong Kong Island and Kowloon
plus North Kowloon. Half of its members are elected and
half are nominated.
10. In addition, 18 District Boards (and associated District
Management Committees of officials) have been recently
established.
One third of the membership of the Boards is
elected on a constituency basis with adult suffrage (900,000
registered electors), one third is nominated and one third
comprises officials. These boards provide advice on matters
affecting the wellbeing of people at district level.

The Chief Secretary: head of the civil

The Financial Secretary: the Governor's
adviser on budgetary, fiscal, economic
and monetary affairs;
Attorney General.
The Government Secretariat has 12 branches concerned
with policies in specified areas and 2 resource branches
(civil service and finance). In addition nearly 60
departments and agencies, employing over 159,000 civil
servants.
About 320 advisory bodies comment upon official
views of different policies in the various programme areas.
