[In answer to a question about forseeing the need to secure an acceptance across political parties in the UK]:

'I think they are as concerned as I am that we do everything possible to carry out our responsibilities and duties to the people of Hong Kong'.

'The moral responsibility...is the main commitment and responsibility, and that is what comes first with us... Being British, we take it very, very seriously'.

'We do have a moral responsibility and duty. Indeed that is our main responsibility...Our duty is a moral respons- ibility in the light of the treaties and Britain takes a moral responsibility very seriously, that's what being British is all about'
