On behalf of the Government and people of Hong

Kong, it is my pleasure and privilege to extend a most sincere and warm welcome to you all, and especially to Lord Belstead, the Minister at the Foreign Office with special responsibility for Hong Kong affairs, who has kindly consented to officiate at today's opening ceremony of the Hong Kong Exhibit.

Hong Kong, in Chinese, means "fragrant harbour".

It is one of, if not the, most beautiful harbours

in the world: it has been very important indeed

throughout its history and is still teeming with

cargo ships. Its container terminal is the third busiest

in the world and second to none for speed of turn-round.

Today, Hong Kong is far more than a busy harbour.

It is a dynamic, expanding, changing city and has undergone

a period of rapid development in the past three decades :

many now regard it as a modern economic miracle and a city of consequence in the world.

It has emerged as a world financial centre. Indeed, it is said to be the world's third most important, after

London and New York.
