1. A meeting of the CPA Seminar Sub-Committee to discuss applications received for the 1983 Seminar is to be held as usual in London on 18 November. I enclose details of numbers of attendances at seminars over the past years and separately of those delegates who attended this year.

2. I attach a list of those who have been provisionally selected for the Seminar. If you wish to present any arguments in support of places for countries in your geographical areas please let me have them, by telephone or (preferably) in writing by 17 November at the latest. You should be aware that the bidding for places is sometimes fierce and that, if we (FCO) wish to secure appropriate representation on merit not only do we have to have convincing reasons why certain countries should secure places (and this includes countries already on the Secretaries' list attached) but also suggestions as to which countries on the Secretaries' list might be sacrificed in order to make way for the countries proposed.
