PROPOSED ADVISORY COMMITTEE FOR THE
PROTECTION AND MAINTENANCE OF HUMAN RIGHTS
L. The forthcoming meeting in Sri Lanka (Febraury, 1983) of Commonwealth Law Ministers (CLMM) will consider inter alia a proposal to establish an Advisory Committee for the protection and maintenance of human rights, as instructed by the 1981 meeting of Commonwealth Heads of Government. (Correspondence on the question of Commonwealth human rights machinery rests with Williams' letter to Johnson (Home Office) and other addressees of 20 May 1982)2

Our delegation to the CLMM next year is likely to be led by the Law Officers (possibly the Attorney-General) supported by officials, including an FCO Legal Adviser.
The Attorney- General of Hong Kong may also be included.
