The drafters of the speech will need to remember, however, that there is one Principle that could be turned against us, namely the peaceful, settlement of disputes. Argentina was of course in flagrant breach of this Principle in invading the Falklands. But others could argue that our refusal at the present time to enter into negotiations with Argentina about the sovereignty dispute over the Falklands in inconsistent with the obligation of all Member States to seek peaceful settlement of disputes between them. So care will be needed on this point.

A possible sub-theme may emerge from the Secretary General's annual report. You will have seen what Perez de Cuellar said to Ministers in London about the need to improve the effectiveness of the Security Council. Since his return to New York, his staff · have told us that he intends to develop this theme in his annual report, which will be shorter, and more concrete than the tours d'horizon produced by Waldheim. Perez de Cuellar will give a press conference about it and will also make a major speech on 16 September in the week before the GA opens. It is possible that the Secretary of State may wish to pick up some of Perez de Cuellar's ideas. But we do not advise that preparation of the speech should be delayed on that account.
