that Ministers attempted, last year and this, to end the practice of appointing a Parliamentary delegate to the General Assembly and only agreed to continue it under pressure from the Chief Whip. There is nowadays no real job for such a delegate to do since MPs are excluded, under the rules of the Ten, from meetings of European Political Cooperation, which now dominate our work at the Assembly. Mr Arnold seems nevertheless to have enjoyed his experience and the Mission certainly enjoyed his company.
