justice of their aspirations and we laid a basis of

friendship and mutual respect which has persisted to

this day. The example of Latin America taught us that

the establishment of independent nations was the right

and natural way for us to discharge our own imperial

responsibilities. In this bicentenary year of Simon Bolivar I should like to pay tribute to him and to the

nations which he brought to birth.

11. The third principle is respect for the United

Nations and compliance with Security Council

resolutions. Only if the UN is respected and its

dictates followed will peace be maintained. It is the

duty of all member states to enhance the respect in which the UN is held and by their example to encourage others to abide by its decisions and respect its calls

for restraint.

This last year, Britain herself has been involved

in a major conflict. We did all we could to avoid

having to resort to force to defend our rights.

Through the UN we tried first to deter Argentina from

aggression, and then to induce her to withdraw.

Throughout our campaign to repossess the Falkland

Islands we took immense care to act in accordance with

UN principles. We ensured that the force we used in

legitimate self-defence was the minimum necessary to

enforce our acknowledged rights. We made it clear that
