SECRETARY OF STATE'S SPEECH TO UN GENERAL ASSEMBLY:

29 SEPTEMBER 1982

1. The maintenance of peace; the development of good

relations between states; the promotion of social and

economic progress through international cooperation:-

those are the purposes for which the UN exists. And

once more we are gathered together to assess the extent

to which those purposes have been achieved, to discuss

the problems that face us as a world community, and to

suggest means whereby the conflicts and disputes

between us can be alleviated or resolved.

2. This year we have little cause to feel pleased with

ourselves or to congratulate each other. The world is

no more peaceful than it was twelve months ago. Most

of the problems that were with us then are with us now.

New tensions and conflicts have arisen, old ones have

got worse. Since this time last year thousands of

innocent lives have been lost. Hundreds of thousands

have been forced from their homes to swell the growing
