The point of departure for this year's speech is Mr Goulding's letter of 27 July from UKMis New York, a copy of which I attach.

I attach too a copy of the first draft prepared by Mr Wilkinson of Planning Staff. I have indicated in the margin departmental responsibilities for particular paragraphs and would be grateful for any comments by close of play on Thursday 19 August.

I shall be taking a much closer look at the references to the principles of the UN which provide the central theme, possibly with a view to bringing them more strictly into line with paragraph 2 of Mr Goulding's letter. I should be grateful if departments, in commenting, could bear in mind the requirement that the passages on their particular topics should fit in to this overall framework, and where possible relate to the principle of self-determination which we shall be highlighting.

4. On a point of detail, I did not find the reference to terrorism in paragraph 7 particularly convincing. The second sentence, as drafted, might conceivably be taken as a justification for terrorism. MAED will no doubt wish to take a closer look.

5. I shall myself discuss with the Falkland Islands Unit in South America Department the passages on Argentina, the Falklands and self-determination.

FED will wish to consider the possibility of a reference to Korea in the light of the correspondence of recent months on this subject.

7. It is the intention of Planning Staff who are responsible for co-ordinating the finished product to have a further look, in consultation with us, at the overall draft in the week beginning Monday 23 August in the hope of getting the revised draft to UKMis New York for their comments by the August Bank Holiday.
