CESSATION OF TRANSMISSION OF INFORMATION ON HONG KONG UNDER ARTICLE 7he OF THE UNITED NATIONS CHARTER
You asked me to provide background material on the above question in response to an enquiry from No 10.
2. I attach a note which details the circumstances which led to the United Kingdom's decision in 1972, to cease the trans- mission of information on Hong Kong under Article 73e of the Charter. Most of the material was taken from unclassified sources apart from paras 7 and 8 which contain the reasons for ceasing transmission; this material was taken from UND files of the period.
3. I am also copying the note to the Legal Advisers UND and FED. If they have any comments or alterations to make. perhaps they would send them directly to you by close of play this evening.
