We spoke about the UK including the Hong Kong delegate(s) in their delegation.

2. This should pose no practical difficulties. It has happened before at other conferences and meetings, including GATT for example. The Hong Kong representative speaks as part of the UK Delegation but on behalf of Hong Kong. And Hong Kong would, of course, pay their own way.
I should like to reply by the middle of next week to Hong Kong Telno 257 of 15 March, confirming that they can be included in the UK delegation. Before I do so, I should be grateful for your comments and those of the DHSS.
