I cannot help feeling that New York are over-reacting slightly even acknowledging Richard Fursland's background knowledge.

2. If your understanding is as mine, you may wish to reassure Mr Fursland that this was a straightforward enquiry, without sinister political overtones.

I have already told Mr Fursland that Hong Kong are likely to form part of the UK delegation. DHSS have today telephoned to confirm that they have no objection. You may wish now to reply accordingly to HK telno 257.
