THE UNITED KINGDOM SEAT ON THE WESTERN PACIFIC REGIONAL COMMITTEE OF THE WORLD HEALTH ORGANISATION

The sub-structure of the World Health Organisation provides for six regions: Africa, the Americas, the Eastern Mediterranean. Europe, South East Asia. and the Western Pacific. Each regional organisa- tion consists of a regional committee and a regional office, the former being responsible for formulating policies on regional matters, advising the Organisation on matters with wider than regional significance, supervising the regional office activities, and so on. From the outset the United Kingdom, by virtue of its responsibility for various territories within the region, has held a seat on the Western Pacific Regional Committee. For some time the UK delegation contained a representative from Hong Kong, but at the request of the Crown Colony itself this was suspended when the Peoples' Republic of China was admitted to the World Health Organisation and joined the Regional Committee.

Responsibility for attendance at this particular Regional Committee has been carried by the health side of this Administration and its predecessor for some time, allowing that co-ordination with the international side of the DHSS (the lead department in Whitehall. for the WHO) is provided through the joint appointment which I hold as Chief Medical & Health Services Adviser to ODA and Head of the International Health Division at the DHSS.

In these representing just the one territory in the region. circumstances, it has been put to me that we ought to invite Hong Kong to cover the seat on the Regional Committee directly, without sending out anyone routinely from London but providing briefing where necessary on major global issues (on which Hong Kong involved in the activities in Geneva).
