ADJOURNMENT DEBATE: ARTICLE 73 OF THE UN CHARTER
1. I attach a first draft speech for Mr Onslow's use in replying to the debate on 17 December on the United Kingdom's responsibilities under Article 73 of the Charter. I should be grateful for comments and suggestions, particularly from you, FID and Legal Advisers, by close of play, Wednesday, 15 December. Mr Onslow has asked for 15 minutes worth of text. The present draft is a little on the short side and I should welcome suggestions for additions. You may feel able to expand the brief description of our policy towards the dependent territories in the second half of the fifth paragraph.

2. You will have gathered from PS/Mr Onslow's minute of 14 December (not copied to all) that Mr Arnold is likely in his own speech to give a fairly full description of Article 73, on the lines of the statement he made as a member of the British delegation to the Fourth Committee. I have accordingly avoided doing this in my draft for Mr Onslow's use.
