30/4 Pes 2014 Multibilateral support for projects in implementation of paragraph 6(a) of the updated Declaration on Apartheid adopted at the 1981 Session of the International Labour Conference
I enclose a letter from the International Labour Organisation Regional Office in Bangkok soliciting the support of the Hong Kong Government for ILO projects in furtherance of the ILO Declaration on the Policy of Apartheid in South Africa. The letter also refers to the possibility of an ILO Mission visiting Hong Kong in May to discuss participation in multibilateral programmes in favour of the people of Southern Africa and their liberation movements. The letter asks for a very early reply.

There are obvious political implications here upon which we should welcome your advice, and also the manner in which a reply should be given to the Bangkok Regional Office. Since Hong Kong is not a member of the ILO, but is categorised as a "dependent territory" of the United Kingdom, the letter should presumably have been addressed to HMG in the first place.
