ILO: TECHNICAL COOPERATION PROGRAMMES FOR SOUTHERN AFRICA
1.
Your minute of 22 April to John Saville (not to all) about the approach to Hong Kong from the ILO's Regional Office in Bangkok.
2. Two representatives from the ILO will visit London next week (26-28 April) to seek from the Department of Employment and the ODA support for the projects which appear on the list enclosed with the Regional Office's letter of 22 March.

3. We and our EC partners disassociated ourselves from the revised Declaration on Apartheid adopted by the ILO last year, particularly the proposal in paragraph 6(a)(ii) to establish a voluntary fund for the workers of South Africa. Since the purpose of the projects now proposed is in part to deflect attention from the establishment of a new voluntary fund, we are prepared to consider some small contribution. However, political considerations rule out those projects which would directly benefit the ANC or PAC, and we should be most reluctant to see the diversion of funds from our small bilateral aid programme to the ILO projects.
4. The foregoing is by way of background information. I understand from Mrs Tucker that the Overseas Labour Adviser's office, to whom I am sending copies of this correspondence, is well versed in ILO/Hong Kong matters, and, therefore,
in a position to offer advice about a reply to the Bangkok Regional Office. However, we would welcome an opportunity to comment on your reply to the Hong Kong authorities.
