Thank you for your letter of 13 April. The Department of Employment have also been approached by ILO over this. representatives from ILO visited London this week to seek support for their projects and had discussions with officials from the Department of Employment, the FCO and the ODA. Political and financial considerations are likely to rule out contribution to a number of these projects but until the ILO proposals have been considered here we cannot give any definited guidelines.

However, the Constitution of the ILO clearly states that the United Kingdom is the member state responsible for the international relations of Hong Kong. We therefore agree with you that the ILO regional office should not have made this direct approach to the Hong Kong Government. We recommend that you inform the ILO regional office that as a non-metropolitan Dependent Territory you will follow the lead of HMG on this matter and will not take independent action on your own account. We shall let you know in due course of our decision on the ILO proposals.
