Please refer to my letter of 6th April 1982. As a non-metropolitan Dependent Territory, Hong Kong will have to follow the lead of the United Kingdom Government on this matter and will not take independent action on its own account.

Under the circumstances, I regret that Hong Kong will not be able to commit itself independently. We expect to be informed in due course of the United Kingdom's decision on the ILO proposals.
