1. In preparation for the World Assembly on Ageing and in response to a request to Member States from the UN Secretary- General the DHSS are preparing a national report on ageing.
2. One of the main objectives of the Assembly is to identify the various issues of ageing and to consider how countries could, through increased international co-operation, derive benefit from the knowledge and experience already acquired in the field. To facilitate this exchange national reports would analyse the main issues of ageing dealt with by Member States and would indicate methods used to respond to these issues and the experiences acquired from them. A set of UN guidelines is attached.
3. DHSS have asked whether the UK report should aim to cover dependent territories, and if so whether they would wish to be given the opportunity to contribute. If you think they should be consulted contributions need not be long but there is clearly insufficient time for this to be done by letter to other than Gibraltar and Hong Kong (teleletter). Alternatively you may consider that a general paragraph by the department would be adequate.
4. At their own request Hong Kong will be represented on the UK delegation. They have asked whether we require anything from them in preparation. It would probably be useful for the leader of the delegation Mr Finsberg to be aware of the situation of the elderly in Hong Kong. A contribution towards our report might
serve both purposes.
