The annual general report should be drawn up as soon 28 all the relevant statistics for the preceding year are available and be submitted by 30 June each year, except in exceptional circumstances (e.g. different tax years, availability of statistics) to be notified before that date. To facilitate the preparation and use of the reports, the Commercial Counsellors shall consider the attached forw of presentation, although they will assess how the various headings are to be dealt with in the light of the local situation. statistical information to be included either under the headings or in an appendix to the report must cover a 12 month period and be

compared with statistics for the previous three to five years. Joint reports should provide a basis to which the Commercial Counsellors could refer when preparing reports for their own countries. They could supersede

reports for their own countries.

To ensure that the report can be used as extensively as possible, in particular by national authorities, it should as a rule be factual and non-confidential except for passages classified by the Commercial Counsellors as confidential. Under no circumstances should

the contents of any report, whatever its degree of confidentiality, be divulged in the host country. The report must be concise, normally varying in length between 5 and 20 pages, depending on the host country's economic and commercial importance to the Community and local respresentations' resources, and must include a short summary. To avoid duplication of work, the Commercial Counsellors may refer to other available sources of information such as the reports of the World Bank and the IMF.
