In 1959, 1961 and 1973 the Council issued directives relating to the joint reports of the Commercial Counsellors in non-member countries. The Council's discussions on updating these arrangements once again, begun at the end of 1978,, were terminated in 1979.

The main purpose of the updated directives is rationalization. As well as the Commission, the Member States should also profit more from the joint reports. These provide a basis to which the Commercial Counsellors might refer when preparing reports for their
