4. It seems to me that all that is necessary to mark the difference between Hong Kong and true third countries is either for Hong Kong to be put at the bottom of the lists (ie instead of in alphabetical order) a bit apart from the others, or for the entry for Hong Kong to have an asterisk and a foot-note stating that Hong Kong is a dependent territory of the UK. As regards the mention of Presidency responsibilities in Annex II to Document 10760/81, I suggest that the foot-note under Hong Kong referring to the

British Trade Commission should have added to it some wording such as (restricted functions)"
