Thank you for letting us see Mr Healey's draft. I think
paragraph 4 needs expanding if it is to make the position clear. I suggest the following amendment:-

Para.4: After '(... headed by the Governor)' to read:
'The only functions which the British Trade Commissioner performs, and indeed the only functions which he is allowed to perform, are those of pure trade promotion; because - of the constitutional position, it would not be appropriate for him to engage in commercial diplomatic activity

1. We spoke yesterday on the telephone about this. we need to spell out the position a little bit more, since it is obviously pretty baffling to those in the Community. a redraft of Mr Healey's fourth paragraph. Does this correctly
I attach set out the situation?
2. You kindly said you would look into the existence of any written mandate for the Trade Commissioner setting out his role and the restrictions on it. If such written instructions or mandate do exist, it would obviously be useful to be able to refer to them in the letter to the Council Secretariat.
