DRAFT DIRECTIVE FOR THE SENIOR BRITISH TRADE COMMISSIONER IN HONG KONG

Your principal functions and therefore those of your Trade Commission are:

(a) to increase British exports to Hong Kong:

to make use of the opportunities afforded by Hong Kong for the promotion of British trade in the region, particularly British exports to China, Macao and, indirectly, Taivan. For China, the China Trade Unit of the Trade Commission will supplement the efforts of the Mission in Peking for the promotion of Sino-British trade, consulting you on all matters affecting British trade interests in Hong Long;

(c) to provide advice and assistance, in co-ordination

where appropriate with the Hong Kong Government, to visiting British Ministers, MPs, officials, businessmen and VIPS, to the extent that their visits are concerned with the promotion of British exports. Unless you are specifically informed to the contrary, you will not be responsible for the general co-ordination of visits to Hong Kong by British Ministers or senior officials: this. responsibility will normally lie with the. Hong Kong.. Government;

to project Britain as a vigorous and stable trading nation and a technological leader among industrial nations;

to direct enquirers in the consular field to the appropriate Departments in the Hong Kong Government.

Your supervisory functions cover the following:

(a) the operation and administration of the British

Diplomatic Service Mail office (BDSMO);

(D) the administration of the Press Research Unit

(PRU), the tasking of the unit being the respons- ibility of the Department in London, the British Embassy in Peking, and the Political Adviser to the Governor (Hong Kong);

the discipline and administration of the DS(T) Officer attached to your staff (operational control of this officer lies outside your scope);

the welfare and administration of Diplomatic Service language students in Hong Kong (their studies and performance are monitored by the Political Adviser);
